The state ranks 11th in SKOCH State of Governance report for 2024 while excelling in avenues of e-Governance, Tribal Welfare and Food & Civil Supplies standing on top positions on a national level. Although the state was positioned much better until 2023, there is a visible recovering trend which is also reflective in the Fiscal Health Index wherein Telangana stands eighth. It shows revenue mobilisation but also indicates that an improved debt sustainability is required.

Governance in Telangana has been marked by 17 well-performing projects, including 2 highly impactful and 8 impactful projects which shows a marked improvement from the previous place. Along with that, the state has remained consistently on top position for Food & Civil Supplies indicating the importance accorded to public welfare and ease of living.

The state has also performed quite well in sectors like Warehousing where is holds second position, Social Justice & Security stands fifth, while Tribal Welfare takes the cake in new entrants’ category with its place on top. The sector of agriculture has also made a comeback in the year 2024 with impactful projects leading it to rise to 4th position.

The state of Telangana had 8 impactful and 2 highly impactful projects which gained recognition due to their diligent and dedicated work towards improving governance quality. To sustain progress, Telangana must optimise debt management, enhance social sector spending and increase strategic infrastructure investment. A strong focus on education and healthcare spending will further improve its human capital and long-term growth prospects. The state has shown definite improvements in every avenue with more than 17% increase in Warehousing and Tribal Welfare.

Weather Forecast Technology in Paddy Procurement

The Weather Forecast Technology in Paddy Procurement Operations launched on 1 March 2024, by the Telangana State Civil Supplies Corporation (TSCSC) with an aim to protect harvested paddy from sudden rains. Previously, unpredictable weather, lack of awareness among field officers and language barriers in using weather apps presented challenges in efficiently managing the harvested paddy.

The initiative successfully safeguarded paddy, ensured farmers received Minimum Support Price (MSP) and optimised procurement planning by leveraging real-time weather monitoring thereby improving resource allocation and minimising losses, ensuring a weather-resilient and efficient paddy procurement system.

iRASTE: AI-Powered Road Safety Initiative in Telangana

The Government of Telangana inaugurated iRASTE project on 1st July, 2022 to reduce road accidents. The project leverages AI and Advanced Driver Assistance Systems (ADAS) in order to achieve success wherein ADAS devices are deployed in 200 TSRTC buses, providing real-time alerts for collision warnings, lane departures and speed violations thereby helping prevent crashes.

The main challenges that were addressed included black spot identification and driver behaviour monitoring using AI-driven analysis. The project plans on expanding into integrating Driver Monitoring Systems (DMS) and AI-based road safety models.

Empowering Marginalised Students

The Mahatma Jyothiba Phule Telangana Backward Classes Welfare Residential Educational Institutions Society (MJPTBCWREIS) provides quality education to students from backward classes, SC/ST, orphans and economically weaker sections. The main challenges included infrastructure limitations, faculty shortages and parental awareness which were resolved through training sessions and awareness drives along with taking government help for infrastructure.

The initiative now serves 206,680 students across 327 institutions with more than 90% pass rates, 21 IIT/NIT admissions and 159 job placements by fostering academic, sport and skill development in the students.

Transforming Tribal Education

TGTWR Sainik School (Boys), Ashoknagar, under TGTWREIS was inaugurated on 12 June 2018, with the aim to provide tribal students with quality education and career opportunities in Defence, IITs, NITs as well as medical colleges. The school overcame language barriers, low retention of first-generation learners as well as financial constraints to enable and empower 2,500+ students to secure admissions in prestigious institutions.

The initiative provided military training, leadership programmes and career coaching resulting in significantly reduced dropout rates and enhanced academic successes. There are further plans to expand the learning through digital aid and industry tie-ups.

Modernising Traditional Craft

Launched on 2 April 2018, by the Telangana Kummari Shallivahana Cooperative Societies Federation Ltd, launched Skill Upgradation for Pottery Artisans initiative on 2 April 2018, with the aim to modernise pottery-making with modern machinery and eco-friendly techniques. A resistance to change, financial constraints and lack of market access were some challenges that the project overcame, benefitting 5,300 artisans, enabling year-round employment and increased income.

The promotion of eco-friendly clay products has also boosted demand, while government support has helped artisans gain market exposure. This initiative successfully preserves traditional pottery while ensuring sustainable livelihoods through modernisation.

Digital Transformation of Warehousing

Launched on July 2023, the Warehouse Management System (WMS) by Telangana State Warehousing Corporation (TGSWC) aimed to streamline warehouse operations, improve transparency and enhance decision-making. Prior to this system, manual record-keeping, financial mismanagement and resistance to digital adoption posed serious challenges which were resolved through automated stock tracking, improved billing accuracy, real-time monitoring and enhanced quality control. The improved quality of HR management as well as compliance enforcement, facilitated significantly boosted operational efficiency under WMS. Further, there are also plans of expanding AI-driven analytics and integrating IoT-based tracking for further optimisation.

Blockchain Enabled Seed Traceability

The project Blockchain Enabled Seed Traceability (BeST), launched in January 2022, aims to eliminate counterfeit seeds and improve supply chain transparency.

To achieve success QR-coded seed packets and blockchain tracking are integrated, streamlining regulatory oversight and boosting farmer trust. Training and digital incentives were applied to overcome challenges such as stakeholder resistance, technical adoption barriers and policy gaps. BeST has managed to improve stock management, distributor adoption and real-time seed authentication.

ePetty Case System

The ePetty Case System - Mobile App by the Telangana State Police Department was rolled out on 1 January 2018, revolutionising petty case management through real-time digital registration, automated charge sheets and judicial integration. The challenges in execution like resistance to digital adoption, infrastructure limitations and system integration were combatted through faster case processing, increased transparency, leading to a 29% reduction in major crimes.

Empowering Tribal Students

The Sports Activities in EMRS Institutions initiative by Telangana Eklavya Model Residential Schools was launched on 1 July 2023, aimed at promoting sports excellence among tribal students. The programme provided structured training in archery, mountaineering, volleyball and athletics, enabling students to compete at state, national as well as international levels.

The initiative contributed to 100% CBSE pass rates across 18 schools, with 80% of students securing first-class results and many gaining admissions into IITs, NITs and NEET programmes. with notable achievements including students reaching the Everest Base Camp, excelling in the School Games Federation of India (SGFI) competitions and winning national yoga and cricket tournaments. The project faced significant challenges, including initial reluctance from students and parents, limited infrastructure and financial constraints. A high number of students came from marginalised tribal communities.

Online RoFR Titles Granting System

The Online RoFR (Recognition of Forest Rights) Titles Granting System was launched on 1 November 2021, by the Telangana Tribal Welfare Department to digitise and streamline the granting of forest land rights to Scheduled Tribes (STs) and Other Traditional Forest Dwellers (OTFDs).

This system replaced the slow, manual process used since 2008 along with introducing GIS-based land mapping, automated workflows and digital title deeds with QR codes for transparency.

The system faced several barriers, including limited Internet connectivity in tribal areas, low digital literacy among claimants and officials, interdepartmental coordination issues as well as logistical difficulties in surveying remote terrains. However, through training programmes and outreach initiatives, these hurdles were gradually addressed, leading to a significant impact on the beneficiaries, especially with the issuance of 133,301 RoFR title deeds in 2021-2023, as compared to 97,434 from 2008-2021.
