Jharkhand has shown commendable progress in governance outcomes, ranking 19th in the SKOCH State of Governance Report 2024.

Out of the well performing projects selected for deeper study, some were identified as leaving a strong impact in their area of implementation.

The improvements that the state has shown in past year is indicative of the concerted effort that is being put in various sectors to improve the development and governance. It has helped Jharkhand to feature among the top 20 states of the country with a stable and steady growth graph, displayed by the state in comparison to its peers.

A key highlight of Jharkhand's 2024 performance is its significant improvement in District Governance, climbing from #14 rank to #3 rank nationally. It is indicative of the focus given to grassroot development of the state, ultimately uplifting all the people.

The state also made a strong comeback in Education, now ranked #3 and re-entered the Municipal Governance rankings at #10, showcasing renewed administrative focus at both foundational growth and development of the children as well as elevating the urban living standards and functioning.

The Project RAIL (Regular Assessment for Improved Learning), launched by JCERT, Jharkhand, in July 2023, focuses on improving student performance through weekly assessments. Implemented in all government schools (Classes 1-12), it has increased attendance, engagement and test-taking skills. The initiative improved board exam results and reduced students’ fear of exams.

Over 5 million students and teachers have benefitted. Parents are now more involved in tracking progress. The state plans to strengthen monitoring, reward high-performing teachers and integrate digital tools for better implementation.

The PRAYAS-cum-Project IMPACT, launched in March 2024 by JCERT, Jharkhand, focuses on improving school enrollment, attendance and learning environments.

It ensures 100% student transition from Anganwadi to primary and secondary levels, reducing dropout rates.

Schools are assessed on No-Cost (NC), Low-Cost (LC) and High-Cost (HC) improvements, leading to better infrastructure, hygiene and student engagement. The project introduced structured morning assemblies and interactive learning activities.
