Haryana is ranked #17 which is although lower than 2023, is also indicative of a near consistency in services provided.
The state has excelled in multiple sectors, particularly Women & Child Development, Education, Labour, Water, Skill Development and Power & Energy.
Haryana’s economic performance and fiscal discipline require further enhancement. While the state has shown strong revenue mobilisation, challenges remain in expenditure management and debt sustainability.
The Debt-to-GSDP ratio stood at 31% in 2022-23, raising concerns about long-term fiscal health. Interest payments consumed 23% of Revenue Receipts, limiting available funds for developmental projects. Meanwhile, social sector spending increased to 39.4% of total expenditure, reflecting a focus on public welfare.
Notably, the state improved its Women & Child Development ranking from #3 to #2 nationally and made a strong comeback in Education, Water and Labour, securing #2 in each category, while achieving #3 in Skill Development. Despite these achievements, Haryana must expand its scope of and outreach of welfare and governance projects to maintain its steady pace. Increasing efforts in Police, Power & Energy and District Governance will further strengthen its national standing and good governance capabilities.
The Labour Canteens Project, launched by the Labour Department, Haryana, ensures that thousands of workers get access to affordable, hygienic meals right at their workplaces. With 130 canteens (52 base units and 78 mobile canteens) in operation, the initiative serves 20,000 workers daily at just₹10 per meal. Beyond providing food security, it empowers 500 rural women through Self-Help Groups (SHGs), creating sustainable livelihoods. Each canteen offers seating, sanitation and parking facilities, improving worker welfare.
The Atal Bhujal Yojana (ABY), implemented by the Irrigation & Water Resources Department, Haryana, addresses groundwater depletion through community-led water management. Launched in December 2019, the project covers 1,647 Gram Panchayats, introducing sustainable practices and technology-driven solutions.
The initiative has integrated micro-irrigation systems, groundwater recharge structures and real-time monitoring tools such as piezometers and digital water level recorders.
The Playschools Project, launched in April 2021 by the Women & Child Development Department, Haryana, aims to enhance early childhood education by upgrading 4,000 Anganwadis into Playschools. Covering 40,000 children aged 3-5 across all 22 districts, the initiative focuses on play-based learning under the National Education Policy (NEP) 2020.
