Delhi has secured the 23rd position in the SKOCH State of Governance Report 2024, down from #20 in 2023.
Delhi has been working on a consistent trajectory, in account with its previous performances, reflective of a turmoil ridden but determined national capital. The effect of post-covid stall is visible and so is active work towards enhanced governance.
Delhi has performed considerably well than the next state of Nagaland and achieved 23rd place in the rankings but could be better with improved and well performing projects.
A key highlight of Delhi’s 2024 governance journey is its #1 national ranking in the Tourism category, a remarkable achievement considering its first-time participation in this sector. This reflects the capital’s success in positioning tourism as a critical development focus, leveraging its urban appeal and cultural heritage. Despite these sectoral strengths, Delhi’s overall ranking remains modest due to the limited number of project submissions.
Launched on 13 May 2022, by the Delhi Tourism & Transportation Development Corporation Ltd (DTTDC), the Delhi Film Policy with e-Film Clearance System aimed to position Delhi as a premier film shooting destination. The project addressed longstanding challenges, including complex manual permissions, coordination hurdles among multiple agencies and underutilisation of Delhi’s cinematic potential.
The policy introduced an Online Single Window Clearance Portal to streamline approvals, while offering incentives to filmmakers and nurturing local talent. Stakeholders included government authorities, film producers, local artists and production houses, all benefiting from simplified processes and improved coordination.
Key developments encompassed seamless integration with Delhi and Government of India (GoI) agencies, capacity-building sessions for nodal officers and active promotion at global platforms like Cannes and WTM London. Since inception, the portal processed 100+ applications, approved over 50 clearances and facilitated 25+ successful projects, contributing to Delhi’s growing appeal as a filming hub.
Challenges included coordinating with sensitive departments (Police, Traffic), integrating online payments and aligning varied protocols.
